The Foundation of Science and Technology (FCT) is the main funding agency for research in Portugal with a status of a public organisation with administrative and financial autonomy, under the aegis of the Ministry of Education and Science. FCT covers all fields of science, from natural sciences to humanities, normally in a responsive mode, aiming at capability enhancement and research excellence. Since March 2012 gained the mission of coordinating the policies for the Information Society and mobilizing it through dissemination, qualification and research activities.

FCT is also the overall coordinator of the Portuguese Safer Internet Centre (PSIC), coordinating and supervising the project implementation in all its components (awareness node, hotline and helpline) and in all its communication amplitude and potentialities, creating synergies and acquiring best practices, on behalf of the project objectives achievement.

FCT as coordinator of the Portuguese Safer Internet Centre believes that the availability of good quality content for children - allowing them to learn, participate, be creative and express an identity - is halfway to keep them safe online. To participate in the POSCON network is a way of being empowered towards the tackling of the problem, developing the tools to identify, categorize, create visibility and inform/foster the production of new positive online content. A Safer Internet Centre should be able to raise awareness about positive online content for children and have an encouraging role, nationally, towards its dissemination and usage. We hope for positive content and services for children to get massified and that it becomes a priority topic for Internet Service Providers and content producers. Once we are observing a shift from the Personal Computer to Tablets and Smartphones, this market should be overviewed and explored.
